Attendees included NGO leaders, United Nations–affiliated representatives, members of the judiciary, academics, and legal practitioners, reflecting the interdisciplinary and international nature of the initiative.

Featured speakers included Linny Ng, Vice-Chair of the Committee, who spoke on the transnational archival initiative, the evolving legal landscape of accountability for wartime abuses, and her grandmother’s experience as part of that history; Mike Honda, former U.S. Congressman and long-standing advocate for comfort women justice and human rights recognition; Judith Mirkinson, President of the Board of the Comfort Women Justice Coalition, who has worked extensively with survivors and civil society advocacy efforts; Professor Guan Jianqiang, co-chair of the Committee and Professor of International Law at the East China University of Political Science and Law, who provided an international law perspective; and Professor Peipei Qiu of Vassar College, a prominent scholar on survivor testimony, who also discussed her advisory role on the USC Comfort Women AI project and the use of emerging technologies in preserving historical memory.

The discussion centered on the global scope of wartime sexual violence and the importance of reframing the issue beyond narrow bilateral narratives. Participants emphasized that women from at least 35 countries and territories across Asia and beyond were affected, underscoring the need for a truly transnational approach to historical documentation and analysis.

A key focus of the event was the renewed nomination to
 the UNESCO Memory of the World Programme for

 “Transnational Archival Records on Women
 in Wartime Regulated Systems, 1930s–1940s.”

The initiative seeks to bring together dispersed archival materials, including survivor testimonies, wartime administrative records, and postwar judicial documents, into a recognized body of global documentary heritage.

The proposed nomination will draw inspiration from the successful inscription of records relating to the Nanjing Massacre in 2015, which demonstrated how documentary heritage recognition can play a critical role in preserving historical memory at an international level. Building on that precedent, the current effort aims to adopt a similarly rigorous archival foundation while emphasizing a broader, transnational scope.

Speakers emphasized the urgency of this work. As survivors age, the window for recognition within their lifetimes is rapidly closing. The Committee expressed its hope to achieve international archival recognition for the comfort women record while surviving victims
are still alive to witness it.

Speakers also highlighted that international archival recognition is not only critical for preservation, but also serves as a catalyst for transparency. Recognition can encourage governments to catalogue and release historically significant records, including materials related to postwar proceedings such as the Batavia war crimes trials.

The event further addressed the evolving legal landscape surrounding accountability for wartime abuses, particularly developments in the doctrine of state immunity, and emphasized the importance of a strong evidentiary foundation grounded in archival records.

Attendees were invited to contribute to the initiative by identifying relevant archival collections, supporting research and digitization efforts, and facilitating connections with scholars and institutions across jurisdictions.

 Participants were also encouraged to identify additional collaborators and relevant stakeholders, particularly in China, Korea, and Japan, where future phases of the project will include international working meetings aimed at expanding cooperation and strengthening the transnational archival network.

The event marked an important step toward renewing global dialogue, advancing historical understanding, and ensuring that the documentary record remains accessible for future generations
